The Jan Lokpal Bill , also referred to as the citizens' ombudsman bill, is a proposed anti-corruption law in India. It was proposed by anti-corruption social activists as a more effective improvement to the original Lokpal bill which is currently being proposed by the the Government of India. The prefix Jan (translation: citizens) was added to signify the fact that these improvements include inputs provided by the ordinary citizens through a activist driven non-governmental public consultation.
The Jan Lokpal Bill aims to effectively deter corruption, redress grievances of citizens and protect whistle-blowers. If made into into law, the bill seeks to create an independent ombudsman body similar to the Election Commission of India called the Lokpal (Sanskrit: protector of the people). It will be empowered to register and investigate complaints of corruption against politicians and bureaucrats without prior government approval. First introduced in 1968, the bill has failed to become law for over four decades.
In 2011, Gandhian rights activist Anna Hazare started a Satyagraha movement by commencing a fast unto death in New Delhi to demand the passing of the bill. The movement attracted attention in the media, and thousands of supporters. Following Hazare's four day hunger strike, the Indian Prime Minister Manmohan Singh stated that the bill would be re-introduced in the 2011 monsoon session of the Parliament.
Accordingly, a committee of five Cabinet Ministers and five social activists attempted to draft a compromise bill merging both the version but failed. The Indian government went on to propose its own version in the parliament, which the activists reject on the grounds of not being sufficiently effective.

Background

The Lokpal bill was first introduced by Shanti Bhushan in 1968 and passed in the 4th Lok Sabha in 1969. But it did not get through in the Rajya Sabha, the upper house of the Parliament of India. Subsequent versions were re-introduced in 1971, 1977, 1985, 1989, 1996, 1998, 2001, 2005 and in 2008, but none of them passed.
Renewed calls for the bill arose over resentment of the major differences between the draft 2010 Lokpal Bill prepared by the government and that prepared by the members of the associated activists movement — N. Santosh Hegde, a former justice of the Supreme Court of India; Lokayukta of Karnataka; Shanti Bhushan; Arvind Kejriwal; Prashant Bhushan, a senior lawyer in the Supreme Court; and members of the India Against Corruption movement.
The bill's supporters consider existing laws too weak, full of contradictions and insufficiently empowered to combat corruption. On the other hand, critics of the Jan Lokpal Bill argue that the bill attempts to supercede existing constitutional bodies and attempts to create a super-institution with sweeping powers, which can be dangerous for the future of democracy.

Key features of proposed bill

Some important features of the proposed bill are:
  1. To establish a central government anti-corruption institution called Lokpal, supported by Lokayukta at the state level.
  2. As in the case of the Supreme Court and Cabinet Secretariat, the Lokpal will be supervised by the Cabinet Secretary and the Election Commission. As a result, it will be completely independent of the government and free from ministerial influence in its investigations.
  3. Members will be appointed by judges, Indian Administrative Service officers with a clean record, private citizens and constitutional authorities through a transparent and participatory process.
  4. A selection committee will invite shortlisted candidates for interviews, videorecordings of which will thereafter be made public.
  5. Every month on its website, the Lokayukta will publish a list of cases dealt with, brief details of each, their outcome and any action taken or proposed. It will also publish lists of all cases received by the Lokayukta during the previous month, cases dealt with and those which are pending.
  6. Investigations of each case must be completed in one year. Any resulting trials should be concluded in the following year, giving a total maximum process time of two years.
  7. Losses caused to the government by a corrupt individual will be recovered at the time of conviction.
  8. Government officework required by a citizen that is not completed within a prescribed time period will result in Lokpal imposing financial penalties on those responsible, which will then be given as compensation to the complainant.
  9. Complaints against any officer of Lokpal will be investigated and completed within a month and, if found to be substantive, will result in the officer being dismissed within two months.
  10. The existing anti-corruption agencies (CVC, departmental vigilance and the anti-corruption branch of the CBI) will be merged into Lokpal which will have complete power and authority to independently investigate and prosecute any officer, judge or politician.
  11. Whistleblowers who alert the agency to potential corruption cases will also be provided with protection by it.

 Windows 8 is the successor of Windows 7, that was one of the most successful Operating System by the technology giant Microsoft. One of the reason of Windows 7′s success was the new features that were introduced in this operating system, which included advancement in handwriting recognition,  new and improved taskbar, support for virtual hard disks and many more. Windows 8 like its predecessor is also expected to have many new features so here is a list of top ten features that are expected to be featured in this that would be making its way to our computers in 2012.

1) Improved Touch Screen Gestures


Windows 7 was launched with the support of Touch Screen but it would be Windows 8 actually that would work smoothly on the touch screen devices because of its great touch screen gestures and effects.

2) Biometric Support / Facial Recognition


Windows 8 is expected to feature inbuilt Biometric Password Login support which means that you would be able to use your finger print, eyes  or face for logging into windows which not only would make your system more secure but would also make logging into the operating system a fun experience.
3) Faster Startup with Hybrid Booting






It is never easy to wait for Windows to load up to the welcome screen every time we turn on the PC, Windows Vista used to make us wait for about 40 seconds. Windows 7 however improved it and reduced the time to lead you to welcome screen but that was not fast enough so with Windows 8, Microsoft is expected to introduce Hybrid booting that would make booting real quick.

4) Blue Screen of Death replaced by Black Screen



I am not really sure if we can call it a feature but it definitely is an interesting improvement. The famous Blue Screen of Death would be replaced by a Black Screen in Windows 8 which obviously looks less annoying than the blue one.

5) Mounting Support for ISOs and VHDs


Windows 8 is expected to support mounting ISOs and VHDs. So now you would not need to purchase ISO software, it would already available in Windows 8. Right Click is all you would need.

6) Aura glass Ability / Aero Aurora Auto Colorization

 

Windows 8 would also feature ability for the Aero Glass color to be changed depending on the dominant color of the Desktop Wallpaper. It is worth mentioning that Windows 7 had the similar behavior but only for the taskbar buttons.

7) Improved PC Gaming


Most of us now think that PC has taken a backseat in the gaming world. People at Microsoft however have some other plans for us because Windows 8 would be representing a real new push into PC gaming and giving it a new way of performance. The graphic performance of Windows 8 is expected to be better than any other operating system by Microsoft which could attract many potential gamers back to their computers.

8) Multiple Desktops



Windows 8 according to some rumors is also expected to feature Multiple Desktops, we have already seen many third party softwares doing that for previous versions of Windows however built-in support would obviously make it a more user friendly experience and would also bring many improvements to the idea.

9) Windows 8 Driver locker
  

The thing people hate most about installing/reinstalling Windows is that they have to search for drivers, download them and then install them after the installation of operating system. It not only takes alot of time but sometime people come across different compatibility problems. Windows 8 is expected to have a solution for all of this. This upcoming operating system by Microsoft would feature a Driver Locker that would hunt down all the drivers and bring them back to full working order. It would be Online Driver Locker where backup of these drivers would be saved.

10) Drag and Drop Icons 


Rumors also suggest that Windows 8 will feature a new and improved Drag & Drop feature in Windows Explorer that would make moving files easy for users.

The naming of Ubuntu 11.04 was announced on 17 August 2010 by Mark Shuttleworth. Its release is planned for 28 April 2011. Ubuntu Desktop will use the Unity user interface instead of GNOME Shell as default. The move to Unity is controversial as some GNOME developers fear it will fracture the community and marginalize GNOME Shell.
Ubuntu 11.04 will use Banshee as the default music player, replacing Rhythmbox. Other new applications will include Mozilla Firefox 4 and LibreOffice, which has replaced OpenOffice.org.
Starting with Ubuntu 11.04 the Ubuntu Netbook Edition has been merged into the desktop edition.



There has been many changes in the Default application selection in the upcoming Ubuntu 11.04 Natty Narwhal from Ubuntu 10.10. Here’s some new features:
- Unity as been confirmed as default for Ubuntu 11.04 – desktop edition, the desktop version will use the global menu (AppMenu).


- LibreOffice will likely be included in next version of Ubuntu if it’s ready
Firefox 4 is still favored over Chrome as the default browser in Ubuntu. Chrome still poses too many challenges for Ubuntu (the release cycle doesn’t fit well with Ubuntu Update model and also there are issues with the Global Menu integrations and so on).
- The decision to replace Evolution with Thunderbird in Ubuntu has been deferred. Hopefully Thunderbird will be ready in a cycle or two (it misses a calendar, exchange support, integration with appmenu and messaging menu).
Banshee will be included by default in Ubuntu 11.04 (and thus replace Rhythmbox)
Oneconf will be included by default in Ubuntu 11.04. OneConf is a mechanism for recording software information in Ubuntu One, and synchronizing with other computers as needed.
Gnome-dictionary will be removed from the CD
Nautilus Elementary was also brought up for discussion, but was rejected “because the patches are considered hacks”.
- In Natty Narwhal Software Center “For Purchase” category will be updated with more commercial software. And you will be able to sponsor your favorite app by donating any money amount to developers.
